What kind of snake is black with red horizontal stripes?

I live in Washington and I see these little guys all over the yard.They're usually around a foot long, black with red horizontal stripes and light underbellies.

Washington state or D.C.? If state...which part of WA state would help too...we have very different habitats all over. It could be a sharp tailed snake. They are tiny averaging under a foot but maxing out at 14 to 15 inches. There are also color phases of both the Common Garter ( both the red spotted and the Valley"T.S.Fitchi" ). AND also the northwestern Garter- Redstriped Morph. A more precise location would assist in a positive ID. And is there a dorsal stripe of another color down the center of the back? Or on the sides?
