A question about time stamping and reporting of the results.?

I'd like to know what time preferably local time. It should not be length of time but a time stamp for you literary types: watt is an instantaneous number.. Ps it was a reouters roeuters etc article about Texas.
Okay as hard as it is to believe the electric company uses meters that measure time and power use they have a start period and an end period they measure the total power (Wattage) used during a given time-frame to calculate total usage. So yeah 5 am. till one week later at 5 am. you follow? Wattage is the amount of power being used.
