1995 mercury tracer brake lights stay on?

i have tried searchng online and here on yahoo questions, but not finding anything.. people seem to have there brake lights on even after they take the key out and step out of the car, well our car only does it when the key is put in the ignition, and after the car is started, the brake lights illuminate like you're pressing the pedal, i went to autozone and replaced the brake light switch and adjusted it multiple times, also swapped out the fuse, but they still stay lit. any ideas out there??

some of these cars have a rubber stop for the brake light switch on the brake pedal, it might be missing
